John Westerling named Worcester’s new DPW&P commissioner

Experienced public works leader starts digging in on Feb. 18

John Westerling has been a public works leader in the towns of Natick

WORCESTER—City Manager Eric D. Batista announced Friday the appointment of John Westerling as commissioner of Public Works & Parks (DPW&P), effective Feb. 18, 2025.

“Westerling is a committed public works leader with a strong record of implementing community-focused solutions, optimizing operational efficiencies, and successfully managing budgets with fiscal responsibility,” Batista said in the announcement. “I’m excited to have him join the Department and look forward to seeing it grow and thrive under his leadership.”

Westerling brings more than 30 years of experience in public works leadership. Most recently, he served as director of Public Works for the Town of Natick. Prior to that, he held the same position in Hopkinton and West Boylston. Westerling also began his career in public service as a civil engineer and planning coordinator for the Town of Holden before taking on roles in sewer and drain management.

“I am a public servant at my core, and I am deeply humbled and honored to have the opportunity to serve the City of Worcester,” Westerling said in the announcement. “I am eager to work with the dedicated team to ensure the citizens and businesses of this great city receive the essential Public Works services that enhance their quality of life. Together, we will ensure that our operations are robust, sustainable, and reflective of the vibrant and diverse community we serve.”

Westerling holds a degree in Civil Engineering from the University of Massachusetts, Amherst, and a Master of Public Administration from Clark University. His work has been recognized nationally; he was named an American Public Works Association’s Top Ten Leader of the Year in 2023.
