WORCESTER—The Worcester City Council meets Tuesday evening to discuss several agenda items, including the future of remote public meeting participation, plans for road improvements, and responses to the U.S. Department of Justice’s (DOJ) findings on the Worcester Police Department.
Councilor Thu Nguyen, who recently announced a hiatus from council duties citing transphobia and discrimination, introduced several proposals for discussion. One calls for a detailed report outlining how councilors can file complaints against the mayor for inconsistent rulings and alleged discrimination. Another seeks a comprehensive comparison of public participation at city meetings before and after the introduction of remote access options, such as Zoom. Nguyen also proposes that city officials collaborate with the governor and attorney general to ensure the extension of remote participation options beyond current allowances.
Councilor and Vice Chair Khrystian King presents proposals for a strategic pavement management plan and an audit of construction projects by the Department of Public Works and Parks (DPWP). King’s orders aim to address the selection process for street projects and assess progress over the past five years. Additionally, King is pushing for a timeline for educating police officers about the findings of the DOJ’s December report, which highlighted systemic unconstitutional practices within the Worcester Police Department, including excessive force and racial discrimination.

- Appointment Concerns: Councilor Etel Haxhiaj will request a report on concerns raised by the Worcester Anti-Foreclosure Team regarding the appointment of Francis J. Trapasso as a constable. (Order expected to be discussed.)
- Department Crossover: King seeks clarification on the overlap between the Department of Transportation and Mobility (DTM) and DPWP responsibilities.
- Bennett Field Updates: Petitioner Patrick W. Grady requests updates on funding and progress for Phase II and Phase III of Bennett Field renovations.
