WORCESTER—The Worcester Housing Authority (WHA) has promoted three key staff members as part of its commitment to internal growth and leadership development. These promotions come during a transformative time for the organization, with several redevelopment projects underway aimed at enhancing services and safety for residents, according to a recent annoncement.
Richard Menard III has been promoted to chief services officer, overseeing public safety, human resources, and technology services.
Edlin Ortiz steps into the role of chief resident programs officer, while Daniel Peltier has been named vice president of public safety.
“

These individuals have consistently demonstrated exceptional dedication and leadership,” said WHA CEO Alex Corrales in a statement. “Their combined experience will help us continue providing safe, affordable housing while promoting stability and self-sufficiency for our residents.”
Menard, who joined the WHA in 2021, previously served as chief of police at Becker College.
Ortiz leads programs such as “A Better Life” and “Family Self-Sufficiency,” which empower residents toward financial independence.
Peltier, a former police officer, has been with WHA since 2020, rising through the ranks to his current leadership role.

The WHA’s leadership believes these promotions will further strengthen its mission to serve the community with excellence.
