Worcester launches hotline for police misconduct reports

New system aims to enhance accountability and trust

WORCESTER—Less than a week after the U.S. Department of Justice issued a report accusing the Worcester Police Department of engaging in systemic unconstitutional practices — including excessive force, sexual misconduct, and racially biased policing — the city has introduced a new hotline for residents to report alleged police misconduct.

On Monday, City Manager Eric D. Batista and the Executive Office of Diversity, Equity, and Inclusion (EODEI) unveiled a hotline designed to receive complaints of discrimination, harassment, bias, or excessive force involving police officers.

The hotline, which went live on Dec. 16, can be reached at 774-548-1696. Reports can also be submitted through an online form available on the City of Worcester website or in person at the EODEI office, located at 51 Sever St.

“The launch of the Executive Office of Diversity, Equity, and Inclusion’s hotline is an important step in ensuring that the proper policies and procedures are in place for accountability,” Batista said in an announcement. “I have full confidence in the EODEI to build upon the policy and practice efforts we are already making.”

Chief Equity Officer Kevin Lovaincy emphasized the impartiality of the process, stating, “All investigations conducted within the EODEI will be performed impartially, without bias, to ensure a system of checks and balances that protects the integrity of the process and upholds accountability.” He added that the hotline is part of ongoing efforts to strengthen trust between law enforcement, community organizations, and residents.

The EODEI Investigations Division will review all evidence and testimony independently. However, officials stress that the hotline is not an emergency line, and individuals facing immediate danger should dial 911.

The initiative reflects the city’s commitment to fostering transparency and collaboration in its interactions with the community.
